Redesign Recommendations

A recommended redesign of the NAVSTAR Control Segments follows. This recommended redesign meets the design criteria of using the indicated DCE architectural views to redesign the GPS Control Segment using modern-day technology, while preserving backwards compatibility with existing Space Segment and User Segment installed base assets.
